We can see that all the cons for the different PMS systems over the past decades are always around managers following their own agenda and evaluating with subjectivity. So, even if the recent trend about more frequent reviews and performance definition as well as evaluation is very interesting, it is an evidence that the most important for a performant "Performance Management System" is to give to the managers the necessary learning path to handling it well, to produce results and engagement and to control the quality of this process.
